There is a single party which dominates. It doesn't even give new parties to emerge, which is the other reason for rhe violations of Democratic principles.
Another such country can be Saudi Arabia which conducts elections but the highest authority of the country is a monarch. He or she is not answerable to the government. His sayings are the final in the government.

In Mexico, The PRI always wins elections because the opposition did not contest and never managed to win. All those who were employed in the government office had to attend party meeting.
