Most, if not all, countries have national anthems but there are few exceptions, as well as unique situations where they may have unofficial or several anthems.

Technically, England, Scotland and Northern Ireland do not have national anthems but unofficial ones that they use or claim is their national song.

England: God Save the Queen(official national anthem of the UK), Jerusalem, Land of Hope and Glory.Scotland: Flower of Scotland (most used), Scotland the Brave, Scots Wha Hae, Auld Lang Syne, as well as a few others.Northern Ireland: Londonderry Air, some Irish republicans living in Northern Ireland also favour the Republic of Ireland’s anthem Amhrán na bhFiann.

Wales is the only nation of the UK that has an official national anthem, which is Hen Wlad Fy Nhadau.

The Republic of Cyprus does not have its own unique anthem and shares the Hymn to Liberty with Greece, while Northern Cyprusshares the İstiklâl Marşı with Turkey. This is due to the conflict over the sovereignty of the island between Greece and Turkey, and thus the separate parts identify with either of those two states.

As the other answer indicates, there are also countries with non-lyrical anthems.

No………….but...,

England doesn't have a national anthem of its own, it uses "God Save the Queen", which is the default UK anthem. Similarly Cyprus(Constitution of Cyprus (1960) does not proclaim a national anthem) uses the National Anthem of Greece; and up to 1963, the National Anthem of Turkey, when a Turkish Cypriot representative was present.

Interesting question!

I took fifteen minutes to research the answer.

First, I got a list of national anthems from Wikipedia. That gave me 204 nations.

Then, I got a list of countries and dependencies from the same source. That gave me 244 entries.

Then I subtracted the first from the second and was left with 40 entries. (I did the above in the Ruby programming language, which was trivial.)

Accounting for small differences in spelling, I then reduced the list further and simply investigated each remaining country individually on Wikipedia.

It turned out that they all have national anthems (taking into account that there are a number of shared anthems amongst many countries).

So the answer to your question appears to be no.
