India is still a developing country because our policy makers have ruined a significant time in deciding the fate of our country. The failure includes as: -
The five year plan offered by the then Planning Commission was not reviewed timely and seriously. It continued the practice of decades for utilising funds in the nonsense schemes.
The regulatory bodies of health care and medical education were allowed to do corruption and and were not reviewed timely and now the result is that we have far behind the developed countries in health care sector.
The process of implementing schemes of government is very slow. That is because all the programmes are handed over to to a cadre namely Indian Administrative Services (IAS) which is an administrative service and not a technical. Before implementing any scheme or plan of technical field, they have to seek views of experts of that field and on receiving the report, when it goes above their head, they will constrain to form a sub committee to brief the report in short and simple. But sometimes, it also goes above their head and the important recommendations for bringing reform remains always in the file.
The State Governments have still not understood that the matters listed on the State subjects on the Constitution of India are to be handled by them without receiving any help from the Central Government. That is why the matters of States have still not came on the track of development.
Similar condition applies on the matters listed on the Concurrent List of the Constitution. Both Central and States leave the matters on each others or otherwise fight on the issue.
The country has still not decided utilisation of its natural assets and the same is being done in accordance with the law framed hundred years ago.
It may be noted that the matter which were reviewed timely are in a track of development. These include, Defence, Space Research, Foreign Policy, Textile, Thorium based nuclear program, high altitude mountain warfare, IT industry.
Now the things are moving very fast. The Policy Matters are being decided by the Government on priority. Reform is being brought in almost every field. Therefore, we can say that much sooner, we can see a developed India.
