Voting in the U.S. is arranged by geographical region (states). Each state is allowed Representatives to Congress (composed of the House of Representatives and the Senate) based on its population, and to two Senators for each state regardless of the state's population. There are different functions and duties for the two Houses of Congress, but for many laws that are passed both houses must pass the proposed law (called a "Bill" when it is proposed in either House and before it is passed.) The Bill then goes to the President for his approval and becomes a law unless the President vetoes the bill. (A veto can be overridden.)
Because of this arrangement, people who live in small or sparsely populated states have more proportional influence as a result of their individual vote, and so their right to vote is not equal.
