(a) "Act" means the Essential Commodities Act, 1955 (10 of
1955).

Fertilizer Control Order (FCO), 1985 regulates the quality of fertilizers.

To ensure adequate availability of the right quality of fertilizers at right time and at right price to farmers, the fertilizer was declared as an Essential Commodity  under Section 3 of Essential Commodities Act,1955.

The quality control of fertilizers is entrusted in government agencies which include.

  • The Central Fertilizer Quality Control & Training Institute CFQC&TI, Faridabad
  • Its four Regional Fertilizer Control Laboratories (RFCL) under the Department of Agriculture & Co-operation (DAC)

In addition, the states also have their own quality control laboratories that analyse samples taken from fields, warehouses, dealers, retailers as well as manufacturing plants.

Based on the analysis, the samples are declared as standard or non-standard in terms of specifications in the  FCO.
