a) Perfume is a liquid which diffuses in the air due to which it spread and the smell comes.

b) The intermolecular force of attraction in water is not so much. So it is not solid and so is liquid. Water is a liquid which when poured in the vessel takes shape of the vessel due to its state of matter.
