Louis XVI of France is known for his lavish lifestyle and the large beautiful palaces he built in Paris and in it's suburbs. In order to maintain his lifestyle and also develop France into a European Military Power, he infamously levied very high taxes of popular goods such as Salt and Tobacco.
Both these products were in high demand during this regime and he believed that by taxing both these products he would be able to significant increase the government's tax income.
