China and Mexico are two such countries where elections are held regularly but can not be considered as democracies. Elections are not held in a free and fair manner in these countries. In China, there are about 3000 elected members to the National People's Congress. But the candidates who contest these elections require the approval of the Communist Party or one of its eight allied parties. Thus, the government is always formed by the Communist Party and the people of the country do not have a choice really.
In Mexico, elections have been held every six years since its Independence in 1930 to elect its President. Till 2000, the elections have always been won by the Institutional Revolutionary Party and the opposition was never once successful in forming the government. This was because the party in power, PRI, resorted to unfair means and tactics. It employed government machinery to campaign for them like government officials had to attend party meetings and teachers had to force the parents to vote for the PRI. Media was controlled by the PRI and criticised the opposition unfairly.
