Japan is the perfect answer of your question.You might have heard regular volcanoes and natural disasters occuring in Japan.But the country has shown immense power to rebuild itself from various problems.There is meagre amount of natural resources there but the govt there have seriously invest in Human resources and started from grass roots level.They teach students the basic things of engineering and computers which really helps them a lot.Japanese people are known for their hardwork, will power which have made them one of the top countries in world in terms of technology.They were the first who made advanced bullet trains and robots and gave the idea to the world.
After all, Japan is the only country of the world which has been attacked by the atom bombs.There was huge loss of resources and even till now the next gen is suffering, but they started from the scratch again and now JAPAN is one of the top countries on world map.
One should salute this effort and spirit from Japan.
