The Sultan's  secretry  and the drafted firmans was acted by dabir-i-mamalik. He was generally assisted by the clerks. The Sultan dominated the central government, and was the head of the state. The state council was the body involved in the major discussions of the Sultans. Even the different branches was administered by the Sultans.
