The effect of balanced external forces is the force acting on a body or more than one body will be in equilibrium

Explanation:

Let us take an example of the book lying on table although to a layman it seems that both are still same but, they both are exerting pressure on each other, the table is exerting upward gravitational reaction force on book and the book is releasing downward pressure in terms of weight forces.  

Hence, making the book and the table still showing perfect balanced force and therefore keeping the objects in a state of pause.
