This is an interesting question. It seems to me, as a non-chemist, that the answer depends on the definition of terms:

If you took all of the atoms and segregated them into individual piles and weighed them, then Oxygen wins by a landslide (as Bruno Maes said).

But if you count the atoms in each pile then Hydrogen comes out on top.

But if you look at the Wikipedia chart for the total molar composition of seawater, I think one could make a case for inorganic carbon since all of the elements above it are associated with other elements as compounds such as sodium chloride or dihydrogen oxide.

Of course one could argue that NaCl in water becomes Cl- & Na+ ions.
