Helium (He), Neon (Ne), Argon (Ar) have filled outermost shells.These are group 18 members belonging to the Noble gas family.
He (2) - 2 electrons in the K shell, the maximum it can have.Ne (10) - 8 electrons in the L shell, the maximum it can hold.
Ar (18) - 8 electrons in the M shell, the maximum it can have when it the valence shell to give the stable octet. Since these elements have a stable configuration, they rarely form compounds as they do not take part in chemical reactions. This is the reason they as termed as Inert/Noble gases.
Other options contain alkali metals or alkaline earth metals which have 1 electron and 2 electrons respectively in their valence shells.
