The name of that function us "Transpose "
It is the speciality of MS excel by which you can convert row data to column and column in to row.
In order to perform it  just select the empty cells first but keep in mind that the cell range should be equal to the data you are converting .
After that just type simply the "=Transpose(cell range which  data is to be transpose)" like =transpose(A2:B5) .
After that immediately press Ctrl+Shift+Enter simultaneously . Your required data will be transpose .
