Electron has highest e/m ratio than proton and neutron due to its extremely low mass compared to that of the other two.

Hey dear,

● Answer -
Fundamental particle of an atom with highest e/m value is electron.

● Extra information -
- Charge to mass ratio of a particle is denoted by e/m.
- It was first determined by JJ Thomson for its cathode ray expt.
- Decreasing order for e/m values of fundamental particles is -
electron > proton > alpha-particle > neutron

Hope this helped you.
