The valency of an elements is determined by the number of valence electrons present in the outer shell of an atom. Since all the elements of a group have the same number of valence electrons. Therefore, they have same valency.

For example, alkali metals have one valence electron. Similarly, alkaline earth metals have two valence electrons.

Metals have Valency -1,2,3,4. They have this valency so that they can loose electron and become positive charge. And Nonmetals have Valency-5,6,7,8..They have this valency so that they can gain electron and become negative charge.
