By the above information, it is clear that cyclones and tornadoes are very much hazardous (not all cyclones are extremely hazardous but certain cyclones are extremely hazardous). Now, out of drought and flash flood, "flood" can be said as "less hazardous" or according to others they may say, "drought" is less hazardous.
I will say that flash flood is the least hazardous disaster among all of the given options. However, if we are taking about flash floods associated with a severe thunderstorm, hurricane, tropical storm, or meltwater from ice or snow flowing over ice sheets or snowfields, then it may be more hazardous. So, its better to write (a) drought as the least hazardous disaster here because it may not cause severe hazard at a extreme rate.
