The outermost layer in the plant cell is known as Epidermis.  

Explanation:

Epidermis is the last cover or boundary that the plant separates it from the external environment. The function of it is to protect the insides from water deprivation, exchange of minerals, gas and metabolic compound, and water.  

The structure of the epidermis is a single layered thick wall which is closely linked as to provide proper support to the plant from any external damage. The epidermis is covered with a wax like substance composed of lipids and hydrocarbons known as cuticle and another substance known as cutin is also present which covers the upper exposed parts of the plant.
