Water or moist soil is very important for seed germination without which seed remains dormant and can't utilize energy stored in it. Imbibition is the process by which seed takes water from soil by seed coat. Due to Imbibition seed swells and breaks seed coat. By this process germination starts in a seed.
During germination besides seed coat which takes water in radicle also takes water from soil. Radicle then forms root of the growing plant and absorbs water and nutrients from soil for growing seed.

During germination, apart from seed coat of seed, micropyle starts imbibing water first (intakes water), which allows the radicle (primitive root) to grow and absorb water from surrounding. This will now aid in growth of plumule (primitive shoot).
