The ‘Madras Presidency’ in Madras did not boycott the elections during the noncooperation movement.

Explanation:

The election took place during the early stages of non-Brahmin movement and their main problem with the election was against the Brahminism. The Justice party from Madras which promoted the interests of ‘non-Brahmans’ did not join the noncooperation movement and it also it did not boycott the elections.  

They believed that process of elections by the council elections was the way of having power to promote the interests of the Brahmins. The ‘Justice party’ won the elections with hardly any opposition.
