Answer:

Tsar Nicholas II or Czar Nicholas II [Slight spelling difference is present in Tsar]

Explanation:

Tsar Nicholas II was the ruler during the time of Russian Revolution. He was a highly corrupt ruler who was also self - willed with a nature of being highly-oppressive. He failed to observe the bad and pathetic conditions of the peasants and exploited their resources. His corruptions were in favour of the privileged class. The common man had no say in the government. His poor tactics in handling the situations of Blo.ody Sunday and the World War made him a devil to his subjects. Thorough discrimination, exploitation and ill-treatment of the peasants rose the inner rebellious mind that took form of the Russian revolution. He was later assassinated on  17 July 1918.
