Starch is a polymer glucose in which a large number of glucose units are joined by glycosidic bonds.

Glucose, the unit of starch is synthesized in the chloroplast by means of photosynthesis. Thus it is clear that in higher plants:-

1) Starch is synthesized and stored in chloroplasts as it has it's own DNA, the genetic materials.

2) Starch is also synthesized and stored in Amyloplasts (a type of leucoplast) found in roots and storage tissues.

In red algae and glaucophytes - The floridean starch is synthesized in the cytosol. In prokaryotes, there is no enveloped cell organelles.

Shortly, it may be concluded that starch is synthesized / manufactured in plastids through the polymerization of glucose in plants.
