The principle is Pauli’s principle. This principle states that there are no two electrons that are similar in energy levels and their configurations.

This is the reason why an orbital is found or can hold only two electrons dissimilar in position i.e. one being clockwise and the other in an anticlockwise spin.

Now, if another third electron tries to enter the orbital, it will be repelled by the electron that is same to it in position, thus emphasizing the presence of only 2 electrons in the orbital.
