Earthquakes of all magnitudes are measured by seismograph and therefore an earthquake of ,magnitude 3 will also be recorded by it.
However, such an earthquake will not be consequential as there won't be any damage to life or property.
As a matter of fact, this type of earthquake may not even be noticed easily.
