i don't think there is such an element,but Deutrium (the isotope of Hydrogen) would have 2 electrons and 1 proton when it gains an electron. the initial Deutrium would have 1 electron and 1 proton . when it gains an electron, it wold get a negative charge. i don't think any other #species would fit that condition :P
