It was alauddin khilji who was praised in the prashasti. Alauddin Khilji was a brutal and a bloodthirsty tyrant who built the Siri fort in Delhi.

The name of the fort "Siri" comes from the heads he would hang around the fort after it's completion.

He killed his uncle and father-in-law Jalauddin khilji and usurped the throne.

Ghiyassuddin Balban is the right answer.

The prashastis are unique kind of legends, and prashasti is a Sanskrit term which means "in praise for".  The Sanskrit prashasti of Balban describes the Eastern limit of the  Ghiyasuddin Balban's empire. It gives an amount of information that the limits of the Eastern part of the empire is extended to Bengal. In the prashasti, the excellence of administration and supreme military capabilities of Balban have been praised.
