The tissue that is responsible for the flexibility of the plant is collenchyma that is a part of the permanent tissue.
The structure of collenchyma is similar to the parenchyma but is characterised just because of the decomposition of the cellulose present at the corner of the cell.
They are found in the outer region of the cortex that is petioles or stem.
