Trophic level 2. Rats are herbivore and eat only plants. They are primary consumers.

The rats which feed on the grain are primary consumers, (as they feed off producers) and form the second trophic level.
If a cat were to eat the rats, the cat would be a carnivorous predator and a secondary consumer, thus forming the third trophic level.
