Well in India, there is no second sort of authority. The union government practices the highest power (through the President obviously). In any case, there is none other authority to boast of any such power.

In case of India, Union government implies the administration at Center. It is called as union government on the grounds that according to article 1 of Indian constitutional, India is a union of states. Union Government and Central Government are only equivalent words for Government of India(GoI).
