There can be two cases here,

Single phase house hold supply

Under normal operating conditions the neutral and earth are at same potential provided that the neutral is grounded(solidly or through impedance).

In case of neutral grounded through an impedance, the potential of the neutral rises above the earth in case of single line to ground fault.

Three phase house hold supply

Three phase connections are provided to residential consumers when the load exceeds 7.5 kW or 10 HP. This is generally when you are two or three 1.5 ton AC’s and they operate simultaneously.

In such a supply the potential of all the three phases w.r.t neutral and is same in healthy conditions. The same is true for the potential between lines.
