Hydrogen bonds are usually defined as the bond that mostly takes place when a highly electro-negative atom such as fluorine, nitrogen or oxygen atom is interlinked with the hydrogen atom. In the case of water, the oxygen atom is linked with two hydrogen atoms. There occurs a positive charge  (partial) in the hydrogen atom because of the occurrence of electro-negativity differences, and also a negative charge (partial) on the oxygen atom.

These bonds are much weaker bonds increases the cohesiveness between the water molecules. This bond breaks down during the process of evaporation of water.
