When the light strikes a smooth surface separating two transparent materials (air-glass or air-water interface), the rays no longer travel with the same speed. Since the speed of the light will be varied when it hits the interface, part of the light ray bounces off (reflection) and rest of the light will travel through the glass/water with different speed. I think the abrupt change in the speed of light at interface causes these two phenomena.
