The answer is Cuticle.

Cuticle is a waxy water proof layer on the surface of a leave to avoid water loss. It covers leaves, shoots and all other aerial parts with no periderm.

It is made up of lipids and hydrocarbon polymers which are tightly bonded with wax molecules, spread all over the surfaces of aerial parts of the plants. Cuticle layer is synthesized by epidermal cells.
