Tamil nadu receives winter rainfall during the retreating monsoon season and the cold weather season. these occur from October to November and December to February respectively. during these months, the north east trade winds or north east monsoon winds pick up moisture from the bay of Bengal and shed it on the coast of Tamil Nadu.
North East Monsoon does that. South West Monsoon passes by & it only rains in some areas scantily.
