1)When only bones are left after decay soil starts to absorb the nutrients in bones soil also absobs calcium so now the remaning thing turns into rock but this takes millions of years.

2)Pressure :- High pressure is required for the formation of the fossil fuel.

3)Temperature :- High temperature under earth crust also plays a vital role in there formation.
