One is Hydrogen (H2) gas and another is oxygen(O2)gas.

Both hydrogen and oxygen create diatomic molecules where one H binds to another H makes H2.
And O binds to another O makes O2.

But there is no sufficient attractions between individual H2 or O2 to overcome their kinetic energy and they remain gases at room temperature.

By making Hydrogen bond one H molecule and two O molecules binds together and it's sufficient to overcome kinetic energy to make water at room temperature.
