The executive branch is the government with police and finance authority.

The legislative is elected by democratic vote. There is always and has to be a struggle between congress and government. Only sceptical representatives can do a good job. Some friction to government is necessary. A representative should only follow his own conscience and the will of his voters at home. He has to represent his constituency. A good politician needs some resilience to three-line whip.
