Tamil Nadu have rain during the monsoon season due to the southwest trade winds which blow towards the northern hemisphere. Tamil Nadu receives rainfall in the winter season due to northeast trade winds as a result IT leads to winter rainfall.

When it is winter in the northern hemisphere, areas closer to the North Pole are colder than those away from it. As such, Siberian region becomes extremely cold and the regions to the south of Himalayas are comparatively warmer.
Because of drastically low temperature in the Siberian region, pressure becomes high- as cool air sinks. It is just the opposite in the areas to the south of the Himalayas.
Winds always blow from high pressure areas to low pressure areas. And these winds from Siberia- during their course- pick moisture from the Bay of Bengal and cause rainfall in Tamil Nadu. These winds are known as north-east monsoon and winter rainfall in Tamil Nadu is attributed to them.
