Distilled water - apparently water doesn’t conduct unless there are impurities in it. But over time it will become conductive again, as impurities find their way into it.

So, for more permanent solutions, mineral oil (used in electrical transformers), or special-purpose non-conductive fluids like 3M Novec.

In general, if you look for “immersion cooling” you will find what people are using (usually the idea is to submerge electrical components into liquid, so the “non-conductive” part is important).
