The reaction happens in two steps.

H2SO4+NaOH=NaHSO4+H2O

NaHSO4+NaOH=Na2SO4+H2O

If only one equivalent of NaOH is used, the reaction will stop at step 1, if two are used it will go to completion like in step 2.

Overall reaction with 2 equivalents of base:

H2SO4+2NaOH= Na2SO4+2H2O
