Mostly Basic character depends on the ease of donating OH− ions. Among NaOH and LiOH basic character of NaOH is more as the bond between Na and OH is weaker than the bond between Li and OH.
Hence NaOH is more basic than LiOH.
NaOH is completely ionic where LiOH has some covalent character according to Fazan's Rule.
