When NaOH is added to HCl neutralisation reaction takes place and a salt NaCl with some water is produced. The reason for this reaction is that when a base acts on an acid or an acid acts on a base they nullify each other and get neutralised. pH of a solution will be 7 when its neutral ,i.e. neither acidic nor basic.
