Lets find the CP for both scooters first:
C.P of scooter sold at gain : 19800* 10/11 = 18,000
C.P of scooter sold at loss: 19800*10/9 = 22,000
C.P of both scooters = 18,000+ 22,000 = 40,000.
S.P of both scooters = 19,800+19,800= 39,600
Loss % = 400/40,000*100 = 1% loss
