the features are of inter state council are :-

1.) It is a constitutional body set up on the basis of provision of Article 263 of Indian constitution by a presidential order of Sarsiska commissiondated on 28 May, 1990. Article 263 of the constitution envisages establishment of an institutional mechanism of facilated coordination of policies and their implementation between the Union and and state governments.

2.) Its composed of PM,
chairman, CM of states and Union territories, administrators of Union territories and 6 members of cabinet rank.
