India the nodal agency for coordination of response, relief and overall natural disaster management is under the Central Ministry of Home Affairs. However, when any disaster breaks, it is the Armed forces under the Ministry of Defence that is called upon to intervene as an aid to civil authority

a natural event such as a flood, earthquake, or hurricane that causes great damage or loss of life. whereas, Man-made disasters have an element of human intent, negligence, or error involving a failure of a man-made system, as opposed to natural disasters resulting from natural hazards. Such man-made disasters are crime, arson, civil disorder, terrorism, war, biological/chemical threat, cyber-attacks, etc.
