when sugar is dissolved in water the water level doesn't increase because ;water is a liquid and molecules in it are loosely packed compared to solid, i.e sugar ,so the sugar particles get in between the spaces of water molecules.

When we add sugar to water the water level remains the same as the sugar particles occupies the space in between the water molecules.The property of particles of matter includes that the particles have inter particular space between them and this is responsible for the above mentioned situation. Also water is a liquid having plenty of inter particular space which can easily accommodate the sugar particles.
