In solids the forces of attraction between the particles in matter are higher. The reason is that they are closer to each other. The particles are stationary and are held together strongly by the inter molecular forces. The rigidity of the solid comes from these forces.
In liquids the molecules or particles are farther away. The particles are movable. The inter-particle attractions are less than those in a solid. Since, the forces are less, the liquids are flexible and not rigid.
In gases the particles are free to move around in the container. The inter-particle attraction forces are very small. The particles are moving around in all directions at high speeds and colliding with each other.
So Oxygen < Water < Sugar
