its because in complex organisms there are specific organs to perform specific function unlike the organisms that reproduce asexually...

Regeneration occurs only to those organism whose tissue can give rise to its own kind of tissue through the process of mitosis. While in complex organisms each of the tissues have separate functions and origin thus those tissues in that kind of organisms cannot regenerate through the process of mitosis.

We know that mainly lower organisms undergo mitosis to form regeneration and form its own kind of tissue while the tissues in that of higher complex organisms and organs also have different shapes and are of different functions hence does not regenerates.
