What did Dr Ambedkar mean when he said that "In politics we will have equality, and in social and economic life we will have inequality"?

 Ambedkar meant that in election process that is in the administration  of country our country we will have equality because we have adopted the policy of one man one vote and even the low caste people and women were given oportunities to stand in  election and they are also given with some government jobs and however we have equality in administration in the society the low caste people and the rich people dominate the poor and the low caste people. This cannot be changed
