Why does Maxwell go to Basra? How long does he wait there, and why?

He went to basra consulate general to collect and answer  his mail from europe.
there he found that his friends mail  had arrived. but his had not . he send a message to england . while nothing will happened  even after  three days . he tried  call to england.  the line was out of order .and second , exchange was close for a religious holiday, and third day another breakdown. he arrange to meet his friend who had  left  in a  week time.his mail finally arrived 5th days later.....
